Stucco terraces, communal gardens and converted houses
Kensington and Chelsea is the smallest borough in London and one of the most heavily built up, and in 2005 more of its land was covered by homes than anywhere else in England. Notting Hill grew on the Ladbroke Estate from the 1820s, with terraces and crescents set around private communal gardens, and its streets are known for stucco fronted, pillar porched houses. Earl's Court has garden squares such as Philbeach Gardens and Nevern Square, and many of its large family houses became flats.
Nearly three quarters of the borough is covered by its 38 conservation areas. Council housing is part of the borough too, from the World's End Estate at the western end of the King's Road, designed by Eric Lyons and Jim Cadbury-Brown and built in the 1970s, to Trellick Tower in North Kensington.
Stucco houses split into flats: shared pipes and supplies
Many stucco houses in Notting Hill and Earl's Court now hold several flats, each with a bathroom and kitchen fitted at a different time. Their pipes cross floor voids that also form a neighbour's ceiling, and one original supply pipe may still feed the whole building.
Thames Water supplies the borough and maintains its pipe up to the outside stop valve, and leaks in the street should be reported to it. The supply pipe beyond that valve belongs to the property, so in a converted house the freeholder or the owners it serves usually share its repair. In buildings older than about 1970, that pipe may still be lead.

Basements under houses and gardens
Basement extensions are common enough here that the council has its own policy for them: a new basement is normally limited to a single storey and to no more than half of each garden. The council's basement guidance also notes that basements are more exposed to flooding from every source, and that the borough sits at the lower end of the sewer catchment, where sewers have backed up into homes during heavy rain, especially along the line of Counter's Creek.
New basements with toilets, bathrooms or utility rooms must be protected from sewer flooding by a pumped device. For an owner, that means water in a basement can come from the supply, the heating, the waste and pump system, the ground or the sewer. We test the supply and heating for loss first and then map the moisture. A damp and moisture survey is £250 to £450, and the report states whether the plumbing is to blame.
Mansion blocks and fine interiors
In a mansion block, risers carry water and heating up through the building and branches run under each flat's floor. A leak on a shared riser is usually for the freeholder or management company, while a pipe serving one flat is usually for that flat's owner. Access to the risers normally goes through the porter or managing agent. A combined survey, at £250 to £500, can cover more than one home, and a trace and access survey, at £350 to £450, sets out the findings for the managing agent and insurers.
Where interiors have fine plasterwork, stone or parquet, the search is carried out from the surface. Thermal imaging, from £150, reads heat through plaster. Acoustic detection, from £150, listens through stone and timber floors, and tracer gas, from £200, finds pipes too quiet to hear. Underfloor heating is surveyed at £300 to £700.
